Squash SA Guidelines for administrators and committees

SQUASH SOUTH AFRICA
As with all sports world wide, squash has an administrative umbrella body – Squash South Africa - which is responsible for all aspects of the sport throughout South Africa.

Every event administered throughout the country falls under the auspices of Squash South Africa and thus every province, every club, each association, needs to abide by the prevailing policies and rules of Squash South Africa.

Squash South Africa together with 138 other countries is affiliated to the World Squash Federation and abides by the WSF Rules of Squash for both singles and doubles.

In South Africa Squash South Africa falls under the jurisdiction of Sport and Recreation South Africa and SASCOC. Although not an Olympic sport, it is recognized by SASCOC which is also in charge of Team South Africa at the Commonwealth Games and the All Africa Games.

Squash South Africa sometimes receives funding from Sport and Recreation for development, administration courses and for participation in the World senior teams championships.

Squash at tertiary institutions falls under USSA Squash, which in turn falls under FISU, the world wide umbrella for student sports, while squash at schools level falls under S A Schools Squash, which at present comes under the Squash South Africa banner as there is no Schools Sport umbrella body at present.

SQUASH SOUTH AFRICA EXECUTIVE
The National Executive is elected annually at the National AGM held in May. It consists of a President, Vice-President, Treasurer, and five members. Three of the members must be women.
Presently the Acting National Director/ Development Manager and the Administrative Assistant are the two full time members of staff.
The National Director and staff are responsible to the National Executive, which in turn is responsible to the National Council, which consists of representatives of the 28 regions/provinces. S A Schools Squash, USSA Squash, Masters, SAPS, SANDF, S A Deaf Squash and Correctional Service are associate members. SASPA is presently resurrecting itself.
Coaching, Marking and Refereeing and High performance are the sub-committees in operation at present.

The regions/provinces are: Albany, Boland, Border, Dolphin Coast, Eastern Free State, Eastern Province, Eastern Province Country Districts, Easterns, Free State, Gauteng, Griqualand West, Karoo, Kwazulu Natal, Limpopo, Lower South Coast, Midlands, Mpumulanga Lowveld, Mpumulanga Highveld, Mpumulanga West, Northern Free State, Northerns, Northern Natal, North West, South Western Districts, Transkei, Vaal Triangle, Western Province, Zululand.

    Please remember that development and transformation stretch from green to gold across the fields of grass root development to elite players, coaching, refereeing, and administration.

    In 1997 it was agreed that the following criteria should be adhered to if a province/region was to participate in either the Jarvis/Kaplan Cup or the South African County Districts/Festival:


      INTER-PROVINCIAL TEAM CHAMPIONSHIPS
      For the senior players in the major provinces : Border, Easterns, Eastern Province, Free State, Gauteng, Kwazulu Natal, Midlands, Northerns, Western Province: Jarvis/Kaplan Cup
      For the senior players in minor provinces: Albany, Boland, Eastern Province Country Districts, Eastern Free State, Griqualand West, Dolphin Coast, Lower South Coast, Zululand, Northern Natal, North West, Mpumulanga Highveld, Mpumulanga Lowveld, Mpumulanga West, Northern Free State, Limpopo, South Western Districts, Vaal Triangle : SACD/Festival from which combined men’s and women’s teams are selected for the Jarvis/Kaplan Cups.

      For both of the above events :

        In recent years some provinces have invited foreign players to represent

        No province may have more than 1 foreigner in either their men’s or

          Please note a player may play league in as many provinces as they
          choose eg Northerns/Gauteng/Easterns as it is geographically possible
          but they have to choose which province they will represent at the
          interprovincials.
            A transfer form, signed by both the chairpersons of the region/province
            releasing the player and the province to which he or she is transferring,
            must be forwarded to Squash South Africa.

                Open and Closed Championships
                A number of province host Open championships annually. The province submits an application for accreditation to Squash South Africa giving the relevant dates and the prize-money as this affects the ranking points.

                An Open championship is open to any player from any region, province or country.

                Closed Championships
                The S A National Championships held annually are closed championships i.e. only South African Citizens may enter i.e players who are eligible to play for South Africa.

                All Junior championships are Open except for the S A Hitec Closed and the S A Schools interprovincial championships.
                This means that players who leave school or have completed Grade 12 are eligible for any Provincial Open Under 19 championship.

                Closed championships run by the various areas/regions for their learners, senior players and masters are closed to players who reside in that area/region and are eligible for selection for that area’s/region’s teams.
                Should a player by the 1
                st March have transferred from area A to area B, although not residing in area B, they are eligible to play in B’s National Championships.

                This happens world wide and in most individual sports and is not just particular to South Africa and squash.

                Even if a player represented area A ¾ years previously and has never submitted a transfer for he/she is not eligible for any other province’s closed championship.

                For the Masters: Masters inter-provincial in September
                Masters also have to complete transfer forms.

                Students
                USSA Inter-provincial Championships in July.
                Only bone fide students are eligible to play.
                Learners
                Under 11 Festival, under 13, under 14, under 16, under 19 inter-provincial championships in June/July.

                S A Country Schools Championships at the end of April in the under 14, under 16 and under 19 from which combined teams in each age group are selected for the main age group events

                Satellite events in August aimed at development players.

                Learners do not have to complete transfer forms. Should there be a situation where a learner lives in one province but goes to school in another he/she must choose at the beginning of the season for which province they will play.

                COACHING
                For the accreditation of coaches all courses, which are self-funding, shall be arranged through the Squash South Africa Offices otherwise they are NOT recognised.
                The relevant application forms for the courses shall be completed.
                The courses shall be conducted by Squash South Africa accredited Level 2 coaches who are also preferably in possession of a Facilitators Certificate.

                There are various levels of coaching:
                Sports Leader Attendance Certificate only
                Squash Organiser Certificate
                Passing Criteria: attendance at course
                completion of workbooks
                Level 1 - under 14 Passing Criteria: attendance at full course
                Level 1 - provincial pass Level 2 Marking and Refereeing Course

                An overall percentage of 75%

                Costs of courses may be obtained from the Development Co-ordinator.

                Provinces shall keep an updated list of accredited coaches with their contact details and this list shall be forwarded to Squash South Africa on a regular basis.

                MARKING/REFEREEING
                There are various levels of examinations for marking and refereeing.
                There are criteria for presenters and assessors. Only those people who have attained the necessary credentials may be presenters.

                Level 1 Under 14 - pass the examination with 80%
                Level 2 Under 16/19/Club/provncial players – pass the examination with 80%
                Level 3 Provincial - pass the examination with 90%

                  A number of the above qualified referees are no longer active. There is a desperate need for qualified referees. Provinces are requested to target those players interested and encourage them to obtain the necessary qualification.

                  Provinces shall keep an up to date list of delegates, their contact details and the pass mark and this list shall be forwarded to Squash South Africa on a regular basis.

                  GRASS ROOTS DEVELOPMENT
                  Squash South Africa receives limited funding for programmes from Sports and Recreation. This is in the form of a grant spread across the country and does not provide for sustained continuity.
                  Provinces have always been encouraged to conduct programmes in their areas in order to attain the necessary numbers of players of colour to fulfill the Affirmative Action Agreement, which has been signed by Squash South Africa and the Minister of Sport.

                  DEVELOPMENT
                  All provinces need to embark upon an aggressive campaign to attract junior players and develop them. This is the nursery for the future.
                  There also needs to be an “awakening” amongst clubs, which do not have junior sections. South Africa is the only country in the world with a strong schools structure and this is unfortunately, due to various factors, starting to crack.
                  Many clubs are battling to survive but when observes the success being achieved in the field of mini-cricket, mini-hockey and mini-tennis we need to start making inroads so as to preserve the future.

                  CODE OF CONDUCT
                  Squash South Africa has a Code of Conduct, which covers players, coaches, referees administrators, promoters and sponsors.

                  Rule 17 of the WSF rules applies specifically to players and shall be enforced throughout the country at all levels.
                  Any contravention at any event shall be reported to Squash South Africa.
                  Any banning enforced by one region/province shall be reported to Squash South Africa and the banning will be enforced throughout the country.

                  SA Schools Squash has rules pertaining to scholars, which shall be enforced at all S A Schools events.

                  Every province/region shall include in their constitution a Disputes Resolution Clause.
                  The correct procedure shall be followed for any dispute.
                  Every province/region shall institute a Disputes Committee to deal with any dispute.

                  GENERAL ADMINISTRATION REQUIREMENTS FROM SQUASH SOUTH AFRICA

                    ANNUAL GENERAL MEETING AND CONVENTIONS
                    The Annual General Meeting takes place in May.
                    It shall be attended by:

                      The Council meets bi-annually with the first meeting of the year held in May on the day before the AGM. This meeting is known as the National Convention.
                      The second meeting, which is usually held in October /November, is known as the General Council Meeting
                      All the above persons except for the Patrons and the Honorary Life Members may attend or speak at the Convention and the Council Meeting.

                      SQUASH SOUTH AFRICA ACHIEVEMENT AWARDS
                      These awards are presented at the Annual Convention or an Awards Dinner. Provinces/regions shall send to Squash South Africa nominations with the relevant CV’s.

                      HONOURS AWARD
                      The Honours Award is presented to administrators who have contributed much to the promotion of squash in a certain area. The Executive of Squash South Africa respects and accepts the judgement of the area or regional Executive in motivating the said person and the award is acknowledged and presented at the Convention.
                      It is a small token of appreciation for the commitment and contribution made by the said person in that particular area.

                      SQUASH MERIT AWARD
                      This prestigious award is presented to the person who has made an outstanding contribution over a long period to squash in South Africa. The person may be either male or female.
                      Nominations are adjudicated by the Squash South Africa Executive.

                      INA ACKERMANN AWARD
                      This prestigious award is for female players in memory of one of the most outstanding administrators to grace the squash scene. The nominated person must have made an outstanding contribution to the advancement and promotion of squash amongst women in South Africa.
                      The nominations are adjudicated by a panel from Western Province.

                      SQUASH SOUTH AFRICA APPROVED BALLS
                      Dunlop, Wilson, Prince, Pro Supex are the balls approved for all leagues and tournaments in South Africa.

                      As in any field communication is a vital key to success – it is a two way street and we do look forward to improved communications in the future.
